Locate "RC Cars\Scripts\championship.ini" and open the file with "notepad".
Then edit "DefaultCash (int)   = 100" to "DefaultCash (int)   = 100000000"
Then save and exit.
When you create a new player you will have lot of money.

More cars:

heading and change the "IsEnabled (int)" value for the desired car to "1". 

More tracks:

heading and change the "IsOpened (int)" value for the desired track to "1".

file in the "\RC Cars\script" folder. Look under the "Level Information" 
heading and change the "AccessCash (int)" value to "0". Any track can now 
be unlocked for free.
