District Colors Explanation:

The manual doesn't tell you, and the in-game tutorial neglects to mention it,
but each district has one of three colors, representing what is of most importance
to that district:
Red is a Force district, and people here like force and military actions more than
anything else.
Blue is an Influence district, where the people prefer their leader to use manipulation.
Yellow is a Wealth district, where people prefer their leader to bribe officials and pay
off others to make them see your views.
